Oman to Build Salalah New City with 12k Homes & Public Beach
Oman's new major waterfront redevelopment set to begin this year


Oman’s Ministry of Housing and Urban Planning has announced the Salalah New City masterplan, a large-scale waterfront redevelopment project forming part of the country’s RO33 billion investment under Oman Vision 2040. Work on the project is set to begin later this year.
A modern coastal city with 60,000 residents
Spanning 7.3 square kilometers, the masterplan—designed by global firm Sasaki—will introduce over 12,000 residential units, accommodating around 60,000 people across four pedestrian-friendly neighborhoods. The project emphasizes mixed-use spaces and sustainable urban planning.
The development will feature 3.5 million square meters of parks and open spaces, 200,000 square meters of retail and hospitality venues, 100,000 square meters of cultural sites, two hospitals, and an integrated transport network. A pedestrian marina will also enhance retail and tourism opportunities.
Public beach and climate resilience initiatives
A key highlight is the 6-kilometer-long public beach, reinforcing Salalah’s reputation as a year-round coastal destination. The project also integrates climate resilience measures, such as wetlands, flood barriers, and natural infrastructure, to mitigate the impact of rising sea levels and extreme weather during the khareef season.
Part of Salalah’s long-term growth strategy
The waterfront development aligns with the Greater Salalah Structural Plan, which aims to boost infrastructure, mobility, and livability while preparing for the city’s projected population growth to 674,000 by 2040. The first phase will deliver 5,827 residential units and is expected to generate a 10.2% return for investors.
This initiative also supports Oman’s tourism goals, with the government aiming to attract RO51 billion in investments by 2040. Between 2021 and 2023, RO7.8 billion was invested in the sector, with a target to increase tourism’s GDP contribution to 5% by 2030 and 10% by 2040.
