In a historic move, Maria Victor Anatolyevich Armantova has officially been granted Omani citizenship by His Majesty Sultan Haitham bin Tarik under Royal Decree No. 29/2025

She is now authorized to hold dual Omani and Russian citizenship, making her the first to receive this status under the newly enacted Omani Nationality Law.

The law, which came into effect on February 2, 2025, under Royal Decree No. 17/2025, generally prohibits dual nationality unless explicitly approved by a Royal Decree on the recommendation of the Minister of Interior.

This milestone marks a rare exception under the updated citizenship regulations, reflecting the Sultanate’s evolving approach to nationality policies.
