Manila Under State of Calamity Due to Super Typhoon Carina

Typhoon Carina, now a super typhoon, unleashed heavy rains and strong winds in Metro Manila on Wednesday. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) confirmed the intensification.

State of Calamity

Metro Manila experienced widespread flooding as the city’s drainage system, designed for 30 millimeters of rainfall per hour, was overwhelmed by 74 millimeters of rain per hour over a 10-hour period. In response, the Metro Manila Council (MMC) declared a state of calamity for the National Capital Region (NCR).

Thousands Sheltered in Evacuation Centers

The Department of Social Welfare and Development (DSWD) reported that at least 10,818 families, amounting to 46,116 individuals, have been evacuated due to severe flooding. The floods, which reached waist to neck levels in many areas, forced residents to seek refuge.

Suspension of Work and Classes

Malacañang Palace announced the suspension of work in government offices and classes at all levels on Thursday across Metro Manila, Central Luzon, and Calabarzon due to the ongoing severe weather conditions.

Price Freeze and Power Outages

The Department of Trade and Industry (DTI) imposed a 60-day price freeze on basic necessities in Metro Manila. Power outages affected over 430,000 customers of Manila Electric Co. (Meralco), with around 250,000 in Metro Manila alone.

Fatalities and Damage

Outside Metro Manila, the heavy rains caused flooding, landslides, and uprooted trees in the provinces of Batangas, Bataan, and Pampanga. At least eight people have been reported dead due to the severe weather.

Flight Cancellations and Travel Disruptions

Bad weather led to the cancellation of at least 119 domestic and international flights at Ninoy Aquino International Airport. This includes 11 flights to or from Taipei, Taiwan, where Typhoon Carina is headed next. The Civil Aviation Authority of the Philippines also reported 88 flight cancellations across various local airports.

Authorities are taking measures to manage the situation, but residents are urged to stay safe and updated on weather advisories.
