Oman’s $1.3B Al Khuwair Waterfront to Begin Work by Year-End

Oman’s Ministry of Housing and Urban Planning has confirmed that the $1.3 billion Al Khuwair Muscat Downtown and Waterfront Development project is on track and will soon enter the detailed design phase. Implementation is set to begin by the end of the year.
A Visionary Urban Development
Designed by Zaha Hadid Architects, the 3.3 million sqm project will feature five key elements:
- Marina: A modern waterfront hub for boats and leisure activities.
- Beaches & Sports Facilities: Designed to promote outdoor recreation and wellness.
- Canal Walkway: A scenic pedestrian-friendly pathway along the water.
- Cultural Quarter: A space dedicated to arts, history, and entertainment.
- Ministry Complex: A government district with key administrative offices.
Supporting Muscat’s Growth
Located near the Al Khuwair desalination plant and adjacent to the Ministries District, the project is a vital part of Oman’s National Spatial Strategy. It aligns with Oman Vision 2040 by blending modern infrastructure with environmental conservation.
While the Ministries District will remain, it will be gradually remodeled to fit within the new urban framework. The development aims to ease overcrowding, enhance infrastructure, and create well-planned communities across the Muscat governorate.
